Lockdown? What lockdown?

This is irritating!
I live in a very small village: although there are a few young families, it's primarily a retirement community. Because many of us are in  'at risk' categories, we're all being very scrupulous about social distancing. For example: even though our best friends live next door, we haven't met them socially since this all began.

The 'neighbour' to the east of our garden is a very anti-social late middle-aged woman. She has upset half the village by steamrollering unnecessary infill building through planning: her plans were turned down by the parish and local council, but she conned the County Council (with the help of a professional lobbying company) into passing them...

Today, against all the mandatory regulations, her son and grandchildren turned up by car and spent the day playing noisily on a trampoline in the back garden. In a small community where everyone visits the local Post Office / General Store, the last thing we need is a potential source of infection from outside. They are still bouncing around at 8.00pm!

So: what to do?
Fill in the online Norfolk Constabulary Covid Breach form?
You get halfway through and it says 'if there's no immediate threat of violence or danger, call 101'
Call 101? They tell you to fill in the online form!
E-mail the local Police Station? You get an instant response saying they rarely check their e-mails!
