With the weather as changeable as it is, the poor bees don't know whether to hibernate ('clump') or remain active. The problem is, of course, that there's no pollen / nectar for them to harvest! This little lady was out on our roof today collecting water and minerals for the hive: they particularly need calcium, magnesium and potassium salts, which are, in part, a substitute for the compounds they derive from pollen in the summer.
